The legislation put forward tonight by House Republicans was simple: to allow a police officer to pull over a vehicle if they reasonably suspect the operator is smoking marijuana inside. Should have been commonsense legislation that would easily pass, right?

Lately, we’ve all smelled it – marijuana in cars that has drastically increased in our state and made our roads less safe. Before us tonight was HB 5500, a bill referred to as an “aircraft carrier” that was jammed packed with a variety of legislation, some of it which was good, including the enhancement of protective orders for victims of certain crimes.

I, and my fellow House Republicans, offered an amendment to that bill, which would allow police to make traffics stops when they suspect marijuana is being smoked by the driver or the passenger. Right now, our police officers ARE NOT ALLOWED to make those stops. Our amendment should have passed, but only a handful of Democrats joined us and it failed by only 4 votes. We also offered an amendment that would allow police to stop a car if they suspected that a child under 18 was inside a car where marijuana was being smoked. It was also rejected largely along party lines.

That’s why I joined my colleagues in the House and Senate during a press conference today in Hartford where we announced that we have all signed a petition to hold an IMMEDIATE special session to address these policies and rising costs.

To reduce electric prices for residents, we will keep pushing for relief for all electric ratepayers. If the majority was serious about working to address this, they would join us in signing on and pushing for a special session.

What’s at the top of our list to fix this? Permanently removing the “public benefits” charges from our electric bills, which would significantly reduce costs. It’s clear that the system, as it sits, is broken, because we cannot keep absorbing these massive increases in our family budgets.

Our additional proposals include:

• Using American Rescue Plan Act (ARPA) funds to offset these costs, capping future Power Purchase Agreements,

• Redefining renewable energy sources to include all forms of hydropower and nuclear power.

• We have also called for separating the Department of Energy and Environmental Protection (DEEP) from PURA to ensure independent oversight.
